China files to launch 193,448 satellites

China has submitted two filings to the International Telecommunication Union (ITU), each for 96,714 satellites.

The CTC-1 filing is for a single notional Non-Geostationary Orbit (NGSO) system.

The CTC-2 filing is still at the Advanced Publication Information stage.

Although filed as two separate NGSO networks, CTC-1 and CTC-2 appear to form part of a single strategic effort to secure spectrum and orbital priority for a future next-generation Chinese megaconstellation.

China is already constructing its national Guowang and Qianfan (Thousand Sails) constellations, each with more than 10,000 satellites.

The CTC-1 and CTC-2 filings could be seen as an early next-generation constellation plan, seeking to secure orbits and spectrum to avoid being crowded out by the constellation construction plans of SpaceX and Amazon.
